• 14:30 - 15:00 agriculture organization and dealing specifically with the fisheries and aquaculture so um uh the suggestions about the um the dialogue so regarding the NDC uh with many countries preparing their third round of ndcs uh we think that the dialogue could serve as a platform for countries to share experiences and and good practices and it could also provide an opportunity for facilitating country Leed needs assessment related to the means of uh

• 16:00 - 16:30 one of the elements that could be used under the dialogue are the ocean breakthroughs that were developed by the UNF C mares partnership for Global Climate action with sectoral goals and and targets for The Aquatic food sector but also for other sectors like uh Marine Transport offshore energy castal tourism and marine conservation so I think there is a good basis there that could be used and then for the ocean biodiversity climate synergies um what we would like to highlight is really the
• 16:30 - 17:00 importance of having consistency across different um uh Global uh discussions so namely the uh CBD cop 7s the bbnj agreement Preparatory commission the UN ocean conference that is coming up now in in June and also the FAO committee on Fisheries uh Kofi 37 that will be held um uh next year so um in terms of expectations um we would um uh love to see that um uh

• 21:00 - 21:30 that are set in this uh ndcs 3.0 that is key for implementation then on the GGA uh topic we also believe this is a key issue specifically because this year this is a focus the focus on adaptation so what we believe on this topic is that it will be great if we could create a recommendation as a result from the dialogue to the experts on the
• 21:30 - 22:00 working groups for the indicators of the seven uh goals of the GGA to include uh specific indicators uh the integrate ocean um um measures uh also on the synergies between ocean and biodiversity and climate we also believe this this is a key point and this should be as well

• 36:00 - 36:30 the region have really now sought to seek a shift towards substantive discussions on the means of implementation uh as well as the entry points for increasing ocean engagement under the Paris agreement and this is not not just about the Quantum of Finance but it's also about access to finance appropriate instruments and incentives and access to suitable Technologies and training on their application um as well as targeted
• 36:30 - 37:00 capacity building in particular for smaller administrations such as you have in the Pacific small island developing States and it's clear that the the impact and the intent and outcomes of the planet ocean dialogues will not turn to ambition uh will not turn ambition into concrete action without um integrating the outcomes from the dialogue into the cop agenda uh and the decision coming from the cop so there is a feeling in the region that the outcome

• 40:00 - 40:30 synergies across conventions um and and topics um for many years and actually later this month we're hosting a pccb network webinar focusing on how energy intersects with um various multilateral environmental agreements including reconciling offshore energy development with nature climate and people looking ahead to cop 30 our focus is very much driving local action and linking them to Global policy um a few examples including our Brazilian national partner

• 46:30 - 47:00 also noted we would really like to underscore the importance and the opportunity of discussing how to integrate and mainstream the ocean and coasts into ongoing unfc negotiations and processes um leading to actionable steps at both s sp62 cop 30 and future convening uh we s suggested a focus on actionable next steps for integration into to negotiations and processes be a key crosscutting element of the upcoming
• 47:00 - 47:30 June dialogue and that opportunities uh identified during the discussion be reflected in um your informal summary report following the dialogue um we would also like to propose an additional or perhaps cross-cutting topic for the June Dialogue on um financing options and perhaps postal adaptation Finance following the finance cop and recognizing ongoing disc questions related to adaptation and resilience providing a space for discussion on how

• 49:00 - 49:30 California hi uh thanks very much uh I'd like to start by congratulating the co- facilitators and thanking you for your new Focus um for those people who don't know the Deep oan stewardship initiative or Dosey we are a science Network dedicated to Bringing deep sea science to policy makers um and we really appreciate the opportunity to contribute to this discuss discussion regarding the dialogue topics we'd like to point out
• 49:30 - 50:00 that 75% of exclusive economic zones and 96% of the high seas have water depths below 200 meters this is what we call the deep sea and this means that the deep ocean should be become part of the discussion on uh ocean ambition within the ndc's part of the discussion on adaptation and resilience to climate change and definitely part of the discussion on synergies among climate
• 50:00 - 50:30 biodiversity and ocean and I will comment that I see all three of those topics as highly interrelated with one another so regarding the climate diverse biodiversity and oceans synergies we uh strongly feel that multisectoral cross convention discussions are needed on a variety of topics among these would be the creation of ocean mpas that conserve um carbon cycling
• 50:30 - 51:00 services and Climate Services alongside biodiversity um we need discussion and guidance on strategic environmental assessments and environmental impact assessments to address climate change implications in the ocean we need to identify climate smart and biodiversity friendly ocean practices and also how to avoid unsustainable actions in the deep
• 51:00 - 51:30 ocean and uh topics here might include things like seabed Mining and Marine carbon dioxide removal which both Target the deep ocean um so as said by others the unfc the bbnj agreement the convention on biological diversity the FAO and I would that add the international seabed Authority which hasn't been mentioned yet should all be in the discussion of these topics together so finally uh we endorse the
• 51:30 - 52:00 structure that's been used in previous years for the uh dialogue and we really appreciate the continued broad engagement of stakeholders and before I close I just want to mention we have proposed um with others a a side event called merging Marine biodiversity and climate as unified goals for the substa 62 so well we're hoping to hear about that
• 52:00 - 52:30 so um with that i' like to thank you thank you thank you very much I don't think I have any additional request if if if I didn't call someone please make yourself known now I I think we are we have concluded the speakers list if no one additionally wants the floor I will
• 52:30 - 53:00 start to move on to the Final Phase of this uh consultation make some remarks and then pass the floor to my go facilitator to also um bring it bring up his takes from from this session uh so I think that we can say that there was broad support for the uh themes that were selected as well as for
• 53:00 - 53:30 continuing with the the the previous structure for the for the dialogue uh there's certainly support for the dialog to continue to be inclusive and even with greater participation of different stakeholders uh not only parties but also other kinds of all kinds of observers which are relevant to this to this debate I think there's also I understand
• 53:30 - 54:00 there is also support to this approach of moving into more tangible outcomes and in this respect there is this idea that we should have very early on the conclusions of of the the dialogue so that it can be inserted in the processes of cop 20 of of cop 30 the issue of integration with with cop 30 is is has been highlighted a number of times uh some people did suggest that it becomes
• 54:00 - 54:30 more formalized either in format of agenda items or other ways to ensure that the main conclusions and the more convergent views that we reach in the dialogue can be in injected in the formal C 30 process we'll see how uh we can move on on that direction and and certainly we'll be willing to listen to your suggestions during the Dialogue on that respect as well
• 54:30 - 55:00 uh there was a suggestion also to to uh include presentations on on the tools on how to include ocean Targets in in the ndcs I think that's very useful that's one of the main reasons we included this in the dialogue so to just to allow countries not only to bring in their experience but also to uh uh take the dis use the discussion in the preparation or in the final uh de of implementation of their own ndcs this certainly would be
• 55:00 - 55:30 useful uh there was uh um there was also uh attention brought to the dimension of development in in this discussion especially for Coastal communities and coastal countries and a number of of of you as well as in this in this morning's session uh mentioned the importance of means of implementation and finance discussions technical assistance I think that
• 55:30 - 56:00 although we we did not propose a specific item on on finance it certainly should be a cross cutting issue so we will be uh uh we ensure that in the uh issues not that forms the basis for the discussion this issue will be uh clearly stated inviting uh also uh that dimension of me of implementation on finance uh be present in the different
• 56:00 - 56:30 topics uh a lot of mentions as well of the importance of this Synergy theme uh especially in relation to the bmj unclos other issues like the uh um The Mining and and other issues certainly looking forward to your contributions in further developing these ideas during the the during the dialogue on the on the format
• 56:30 - 57:00 I as as I mentioned there was General support for the for the general format of the of the of the dialogue uh there's also this suggestion which is very relevant that the the dialogue takes place early on on the SV session there's also another reason for that which is to take advantage of people that would be in the region for KN three so that we can uh um benefit
• 57:00 - 57:30 from from their presence as well and uh finally uh there is this the issue of ensuring that the selection of panelists uh take into account the diversity of regions especially uh the participation from from Africa but I would say I i' I've not been present in the in the previous di dialogue but uh if I can use my general experience on this kind of panels uh the representation of developing countries tends to be uh under represented so we

• 58:30 - 59:00 did uh receive um I I will not well not make a full summary from my side as well because Ambassador Kandi um has covered um I think almost uh everything that I that that I could sum up um and yeah I there's no need in in in repeating that but um I clearly
• 59:00 - 59:30 understood uh the support to um well to narrow down the uh the scope and to to have more Focus to to have more impact more tangible uh results there was there were many interventions on the importance of means of implementation Finance also access to to finance the issue of capacity building
• 59:30 - 60:00 also the mentioning of linking up with the 1.3 trillion uh road map um we as Ambassador Kandi says said we we we have to consider how we uh will take into account uh that very important Dimension and and how we will organize it on the ndcs what I did hear is very very much that idea of of the um of the dialogue
• 60:00 - 60:30 as as a as a platform where we would learn from each other experiences but also um also there integrate the uh the issue on on needs assessment of the the the issue of of of means of implementation that are needed uh to um well to put in place uh ocean based uh action uh on adaptation also there much
• 60:30 - 61:00 the idea of of of going towards an exchange of best practices but also the um I I took it as a strong understanding that we need to link up with the ocean breakthroughs and that we certainly have to make sure that we uh are able to um to add value to the uh going discussions on the uh on the adaptation indicators
• 61:00 - 61:30 and and and and and certainly have uh input from from the ocean dialogue in that in that sense um on the Synergy uh issues uh also there I I did hear support for the for the approach that we have um there was there were a couple of new elements that I that I did here um the role of you ocean in that respect was one of them also the contribution of
• 61:30 - 62:00 the ocean dialogue in um early um early entry into force of of bbng and establishing cooperation with uh bbng um also the relevance of the advisory uh opinion uh findings uh is is an element that um that I that I captured from from the discussions um on
• 62:00 - 62:30 the uh the format what um what I did he from interventions is also this idea to make sure that that we capture in the informal report uh the the good practices that come out of the uh discussions um there's there's High expectation also on on cop 30 um where
• 62:30 - 63:00 the the the purpose that we should have uh I think is is to to elevate uh the uh the topic but also linking the the global engagement with uh with local actions that was something that came out quite um explicitly yes and and then finally on the on the schedule in of the of the uh of the
• 63:00 - 63:30 dialogue I well I I heard why the few um arguing for it for for for having the ocean dialogue early in the bond session uh also to to be able to carry over the uh un Uno Tre uh results uh into into Bond um we will certainly convey message also to the uh to the SP chairs and and particularly to the substar
• 63:30 - 64:00 chair um but they evidently have to look at this issue in um in well in the perspective of of of of the of of the other uh demands that they um that they have on on the different uh different items but uh the point is certainly well taken by us so thank you thank you very much um back to you Ambassador

• 64:30 - 65:00 and climate dialogue that will be held during uh the bone sessions uh for Mexico the ocean represents a fundamental part of the environmental and climate balance as well as as for admiring biodiversity and the coastal ecosystems uh it is also a source of prosperity and social equity for the communities H whose life livelihoods depend directly on its resources we recognize that the ocean is warming at twice the rate it was just two decades ago and this is not only a crisis for
• 65:00 - 65:30 marine life struggling to survive under increasingly extreme condition it is a direct threat to our economies and our communities a declining fish stocks undermine food security and livelihoods H despite the undeniable impacts of climate change on the ocean we must also acknowledge its crital critical role in both mitigation and adaptation efforts and um therefore we recognize that this dialogue can give us an valuable
• 65:30 - 66:00 opportunity since we envision it as a fruitful space where we can share our proposals and experiences to keep working towards stronger policies that fully perer and protect the oceans uh on the different thematic priorities that you have uh presented us for this dialogue we have some recommendation and general views uh for the climate and ocean Nexus for NDC uh we recognize importance of considering and strengthening the climate ocean Nexus as part of the
• 66:00 - 66:30 process of updating our NS in 2025 since an ambitious climate action should consider the preservation and sustainable use of our oceans um also we would like to highlight that uh Mexico in the NDC presented in 2022 we integrated our national strategy on blue carbon um with the objective of protecting our marine ecosystem systems like mangs and secr because they are really important carbon
• 66:30 - 67:00 reservers as we recognize import the importance of closing knowledge gaps and strengthening institutional Frameworks to position blue carbon as a viable Pathway to work share prosperity in an inclusive and sustainable manner we believe that through this dialogue we can H share views and recommendation between party parties and other stakeholders on how to enhance our national Regional and International capacities to ensure the F integration of the blue agenda in our climate action
• 67:00 - 67:30 we also recognize this space as an opportunity to share experiences on securing financial and technical support for Coastal communities to advance a sustainable Marine activities in key sectors like Fisheries tourism and maritim transport achieving and scaling our national goals require the active participation of all stakeholders including the private sector and Financial institutions on the priority on adaptation we highlight growing risk and
• 67:30 - 68:00 vulnerabilities particularly for Coastal communities posed by rising sea levels and marine pollution therefore we recognize that this uh dialogue and the process of developing the global indicators for the GGA H will Ser as a will serve as a basis for parties and stakeholders to H share recommendation on this matter as one of the main objectives of the GGA is related to reducing climate impacts in
• 68:00 - 68:30 ecosystems and biodiversity with think that it is dialogue who give us the opportunity to share some good practices and recommendations on how oceans and seas can be integrated at part of these Global indicators uh in addition Mexico identifies that synergies and relevant efforts in other multilateral for like the high level panel for a sustainable ocean economy and the initiatives based on the sg-14 could be useful to identify fruitful strategies where marine and Coastal ecosystems are being considered
• 68:30 - 69:00 as part of adaptation and mitigation initiatives we emphasize also the importance of fostering discussions on this issue particularly on integrating cross cutting issues s such as human rights gender and Intercultural perspectives into blue policies and as a general recommendation we suggest considering Frameworks like the United Nations system for environmental economic accounting which offers viable insights into linking environmental and
• 69:00 - 69:30 economic data and finally on this linkages between ocean biodiversity and climate we recognize that Marine protected areas are a vital tool in addressing these challenges because they provide Refugee for spe for species allowing Mar life to recover from stress Source like warming Waters and over fishing moreover protecting and restoring ecosystems such as m grps and SE crises is a crucial strategy in reducing greenhouse gas emissions H as a mega diverse country
• 69:30 - 70:00 and a signatur of the kin Montreal Global biodiversity framework Mexico recognizes the urgency of reversing biodiversity laws H to this end our recently launched National restoration program for 2024 and 2030 aims to recover 30% of degraded mangr by 2030 additionally Mexico is a pionering Innovative financing Solutions in December our government launched its
• 70:00 - 70:30 first blue bound a value at 7 billion Pesos Mexican pesos to promote sustainable fisheries and integrate mangri restoration into Financial strategies for the sectors H we believe that these efforts underscore the pressing need for B and collaborative action because protecting the ocean is not just an environmental necessity it it is a global commitment to securing our resilient and sustainable future for All in This regard we also recognize the crucial role of the third United Nations
• 70:30 - 71:00 ocean conference Uno 3 and the importance of considering their related efforts in climate conversation Uno 3 is expected to be as deive uh pathway for o ocean protection as scope 21 was for the Paris agreement and this year presents a unique opportunity with major Global events such as Uno Tre and cop TR conf 30 taking place it is the right moment uh to highlight the deep and undeniable
• 71:00 - 71:30 links between ocean climate change and biodiversity loss H we have reached a point where ignoring the ocean in climate discussions or vice versa means overlooking a significant part of the problem and more importantly the solutions so we think that a strong ocean perspective at cup 30 will not only enrich the climate agenda but also H will help us Galvanize the collective action needed to confront the full scale of the climate crisis we thank you very much for providing us this space and for
