Investigation and changes use different authority

Vercel’s October 23 explanation of Vercel Agent describes a workflow in which the agent investigates a problem before proposing a plan with tasks and requested permissions. Approving the plan can then authorise the additional access needed for the proposed changes.

The read‑only baseline currently includes every registered scope beginning with read:. A short lookup can run without a plan, while a longer read‑only investigation can use a plan that runs automatically and shows progress. A plan requesting access beyond that baseline waits for approval as a whole, including any read‑only tasks inside it. Supported external actions, such as opening a GitHub pull request, also require approval.

That makes the review unit important: users should assess the proposed work and its access together, rather than assume that a deployment‑fix request grants every permission needed to complete it.

A deployment‑write token is broader than one named deployment

Vercel says the agent acts as a Vercel App on the user’s behalf within a team. Plan approval cannot grant permissions the user lacks. The OAuth service supplies tokens with specific scopes, and Vercel APIs check those permissions on each request. An approved credential remains constrained by its scopes, team, the user’s permissions and expiry.

There is a consequential resource boundary inside that description: deployment‑write access is broader than a single redeploy. Naming a particular deployment in the plan does not itself limit the token to that deployment. Editing environment variables, changing domains and managing team membership require their own permissions, but the deployment permission is not an object‑specific restriction created by the plan’s wording.

For a reviewer, the concrete proposed target therefore matters alongside the scope name. A readable plan explains what the agent intends to change; the token defines the operations the API permits.

External providers keep separate credentials

A plan can combine Vercel changes and a GitHub pull request, but the account says each provider uses its own permissions and credentials. GitHub pull‑request access is tied to an owner and repository. Approval for one repository does not authorise a pull request in another merely because the user can access both.

The agent’s instructions tell it when to request approval, while API checks enforce the credential boundary. Vercel says an operation outside the token’s permissions is rejected even if the model considers that operation necessary. A denial therefore needs diagnosis: it can indicate a missing scope, the wrong resource or an action that should remain blocked.

Resuming work requires an active plan

Vercel describes reloading a stored plan and checking that it is active before selecting its approved credential. A stopped plan fails that check even when its token has time left before expiry. A replacement plan requesting elevated access needs its own approval. This is a runtime plan‑state check, rather than a claim that stopping a plan instantly revokes every issued token.

Plan validation and token preparation use definitions from the same scope registry. Unknown or malformed scope names are rejected before a plan is stored or presented for approval. The registry catalogue is cached, so checks reflect the cached definitions until they are refreshed.

These are Vercel’s descriptions of its controls, not an independent security test. The company also notes that read‑only access can expose sensitive information and permitted operations can still cause harm. Plan approval works alongside controls for isolation, networks, secrets, rate limits, audit logs and service authorisation; it is not a safety certification for a proposed deployment.
