Start with the work you need to delegate

An AI coding assistant can mean three different things. An editor assistant suggests or applies a change while you inspect the file. A terminal agent works through commands and a repository task from your shell. A cloud agent can continue work outside your immediate editor, create a reviewable change or connect to a team workflow. These modes overlap, but they create different approval and failure paths.

Choose an editor-first tool when the task is local and iterative: explain a function, refactor a small module, write a test, or explore a codebase while you remain in the diff. Cursor’s current product materials describe a desktop editor alongside CLI, agents and cloud or review surfaces. GitHub Copilot also supports editors and the CLI, while adding GitHub-native context for teams that already manage issues and pull requests there.

Choose an agent-first workflow when the task is bounded and asynchronous: update several files, investigate a failing test, prepare a pull request or route work through a command center. The current Windsurf URL presents Devin Desktop, and its official materials describe the IDE, Agent Command Center and local or cloud agents. Evaluate the current product using a representative task in your own repository.

The official April 2025 rename announcement changed Codeium to Windsurf and distinguished the editor from the original extensions, renamed Windsurf Plugins. Cognition’s own account says Cognition and Windsurf came together, then unified the brands with the launch of Devin Desktop. Existing users should check the current desktop application and plan before comparing older reviews.

Compare subscription access with metered work

Prices are easier to compare than consumption. The pricing pages checked September 12, 2026 show Cursor Hobby at $0, Pro at $20 per month, Teams at $40 per user per month and Enterprise as custom. Windsurf’s current materials show Free at $0, Pro at $20 per month, Max at $200 per month, and Teams at $80 per month plus $40 per full developer seat. GitHub Copilot’s current page shows Free at $0, Pro at $10 per user per month, Pro+ at $39 and Max at $100. These prices describe the listed plans, not unlimited use.

The plan price does not tell you how much repository work it buys. Windsurf describes daily and weekly allowance refreshes and extra use at API pricing. GitHub says AI credits cost $0.01 each and that model or task complexity affects consumption. Cursor’s pricing materials pair plans with usage and model access; they do not support an unlimited claim for every feature. Treat a plan as access plus a changing allowance, not a promise of unlimited agent time.

Write down a normal month: number of developers, editor sessions, long-running tasks, premium model requests, background jobs and review cycles. Map each to the provider’s current unit. For a team, add a ceiling, alert path and owner for extra usage. Check whether a seat can use the CLI, desktop, cloud and review features under the same subscription. Confirm whether API billing is separate from the product plan before assuming a local workflow is included.

Read privacy and repository controls as a set

Code privacy is not a single checkbox. Ask whether prompts and source files are retained, whether they are used to train the provider or model partners, which integrations receive them, how long logs remain, and whether administrators can delete or export records. Also ask what the assistant can do with credentials, private packages, production data and pull-request permissions.

Cursor’s Privacy Mode statement says code data is not used for training by Cursor or model providers. That is useful evidence for a training question, but it does not answer retention, every connected service or your organization’s access policy. GitHub Copilot buyers should inspect GitHub organization and repository controls before enabling cloud agent work. Windsurf or Devin Desktop buyers should match the documented enterprise controls and data-handling terms to the exact plan and agent route they will use.

Begin with a small, non-sensitive repository or a redacted fixture. Disable production credentials, restrict network access where possible, and require a human review for dependency changes, migrations, authentication, billing and deployment files. Record which model, integration and plan handled the task. If a provider’s policy is unclear, classify the workflow as unapproved until the owner resolves it.

Match the assistant to the task’s risk and shape

For inline completion and small refactors, an editor assistant keeps the feedback loop short. Ask for a narrow change, inspect the diff and run the nearest test. For a cross-file change, ask the assistant to list assumptions and affected files before editing. For a terminal or cloud task, define the acceptance condition, allowed commands, branch or workspace and stop condition first.

Copilot is a natural fit when issues, repositories and review already live in GitHub and the team wants editor, CLI and GitHub surfaces. Cursor is a natural fit when the editor is the main working environment and the team wants an editor plus agent and review options. The current Windsurf / Devin Desktop materials are relevant when local and cloud agent routing or an agent command center is central to the workflow. Those are task-fit recommendations, not universal rankings.

Expect limitations. Agents can misunderstand local conventions, change a generated file, choose a plausible but wrong dependency, or spend allowance on exploration. A polished diff can still fail a security review or omit an operational step. Long tasks need checkpoints. Ask for a plan, constrain the scope, review the diff, run tests and inspect logs. Keep changes reviewable and define the release permissions for the task.

Run a small, reviewable evaluation

Use a representative but non-sensitive issue from your backlog. Define success in observable terms: files allowed to change, tests that must pass, no new dependency unless approved, and a human-readable explanation of the patch. Run the same task only where your plan and policy permit; this guide does not claim a benchmark result or hands-on comparison.

For an editor workflow, compare the proposed diff with your existing conventions and ask for a test. For a terminal or cloud workflow, inspect the command list, branch, network access and generated artifacts. Measure the time to a reviewable patch only if your team can repeat the method. Record failures and manual corrections, not just successful completions.

Before adoption, test a private repository policy, a dependency update, a failing test and a deliberately ambiguous issue. Confirm that the assistant asks for clarification or stops when it should. Review current pricing and usage after the evaluation because allowance windows, model availability and plan names can change.

A useful evaluation also includes handoff. Give a second developer the diff, task statement and tool-generated explanation without the original chat. Ask whether they can reproduce the reasoning, identify changed behavior and run the stated checks. If the answer depends on hidden context, the workflow has created review debt. Test how the assistant handles a requested rollback, a rejected dependency and a test that fails for an unrelated reason. These cases reveal whether it can communicate uncertainty and leave the repository in a recoverable state. Keep evaluation notes with the date, plan, model route and policy setting so a later price or model change does not get mistaken for a product improvement.
