HKMA’s Project SAGE explores AI-agent identity and delegated authority

By OpenTools Team

Finance use cases sit alongside governance questions, rather than a new mandatory standard.

Identity and authority

HKMA’s November 2 release launches Project SAGE with an Agentic Finance Expert Group. The programme will examine ways to verify AI‑agent identity and delegated authority, including Know Your Agent practices.

Checking identity is distinct from deciding who may request an action.

Exploration before adoption

Possible use cases include consumer commerce and payments, business procurement and treasury, and machine‑to‑machine payments for digital‑service usage. The work also covers interoperability, governance, liability and consumer protection.

The announcement establishes a programme for exploration, validation and dialogue. It does not itself make KYA mandatory, enact a new legal rule or authorise a customer transaction.
